Roger S. Penske (lahir 20 Februari 1937) merupakan seorang mantan pembalap mobil professional asal Amerika Serikat. Ia sempat turun di ajang balap Formula Satu dalam dua seri lomba yaitu di GP AS 1961 dan GP AS 1962. Usai pensiun dari dunia balap, Penske kemudian membentuk tim balap Penske Racing yang kemudian terkenal sebagai salah satu tim balap sukses di ajang balap Indy Car dan NASCAR.
