Fred Waldron Phelps, Sr. (13 November 1929 – 10 Maret 2014) adalah seorang pastor Amerika yang mengepalai Gereja Baptis Westboro (WBC), sebuah gereja Baptis independen yang bermarkas di Topeka, Kansas.
Dilahirkan di Mississippi pada tahun 1929, Phelps tumbuh sebagai seorang Metodis dan dia pun dipilih untuk ikut Akademi Militer AS.
Lalu dia dinobatkan sebagai seorang Pendeta Baptis, meskipun Westboro sendiri tidak terikat kepada golongan agama manapun.
Phelps pernah mendapatkan gelar Sarjana Hukum dari Universitas Washburn pada tahun 1964, namun lisensi praktiknya di Kansas dilucuti pada tahun 1979.
Pada tahun 2009, Phelps dan anak perempuannya dilarang untuk masuk ke Britania Raya akibat ceramah anti-gay yang akan dia berikan disana.
