Kejuaraan Eropa U-21 UEFA 2017 (juga dikenal sebagai UEFA U-21 Euro 2017) adalah edisi ke-21 dari Kejuaraan Eropa U-21 UEFA, kejuaraan sepak bola pemuda internasional dua tahunan yang diselenggarakan oleh UEFA untuk tim nasional U-21 putra dari Eropa. Turnamen final diselenggarakan di Polandia untuk pertama kalinya, setelah tawaran mereka dipilih oleh Komite Eksekutif UEFA pada 26 Januari 2015 di Nyon, Swiss.[1] Turnamen berlangsung dari 16–30 Juni 2017.[2] Pemain yang lahir pada atau setelah 1 Januari 1994 berhak mengikuti turnamen.
Pada bulan Maret 2012, UEFA mengumumkan bahwa kompetisi akan berlangsung pada tahun genap dari tahun 2016 dan seterusnya.[3] Pada bulan September 2013, UEFA mengumumkan niatnya untuk terus mengadakan turnamen final di tahun-tahun ganjil menyusul permintaan dari asosiasi sepak bola nasional anggotanya.[4] Pada 24 Januari 2014, UEFA mengonfirmasi bahwa turnamen final akan diadakan pada tahun 2017 dan akan diperluas dari 8 tim menjadi 12.[5]
Tuan rumah
The hosts were announced at a meeting of the UEFA Executive Committee in Nyon on 26 January 2015. In late April 2014, the Polish Football Association very strongly indicated the country has high chances to host the tournament. Bidding to welcome Europe's best youth teams was one of the reasons for Poland's withdrawal from the UEFA Euro 2020 race.[6]
Qualification
A total of 53 UEFA nations entered the competition (Gibraltar did not enter, as per usual), and with the hosts Poland qualifying automatically, the other 52 teams competed in the qualifying competition to determine the remaining 11 spots in the final tournament.[7] The qualifying competition, which took place from March 2015 to November 2016, consisted of two rounds:[8]
- Qualifying group stage: The 52 teams are drawn into nine groups – seven groups of six teams and two groups of five teams. Each group is played in home-and-away round-robin format. The nine group winners qualify directly for the final tournament, while the four best runners-up (not counting results against the sixth-placed team) advance to the play-offs.
- Play-offs: The four teams are drawn into two ties to play home-and-away two-legged matches to determine the last two qualified teams.

Final draw
The final draw was held on 1 December 2016, 18:00 CET (UTC+1), at the ICE Congress Centre in Kraków.[10][11] The 12 teams were drawn into three groups of four teams. The teams were seeded according to their coefficient ranking following the end of the qualifying play-offs, with the hosts Poland assigned to position A1 in the draw. Each group contained either the hosts or one team from Pot 1, one team from Pot 2, and two teams from Pot 3.[12][13]

Babak grup
Juara grup dan runner-up terbaik melaju ke babak semifinal.
- Pemecah Masalah
Tim diberi peringkat berdasarkan poin (3 poin untuk menang, 1 poin untuk seri, 0 poin untuk kalah), dan jika poin sama, kriteria tiebreak berikut diterapkan, dalam urutan yang diberikan, untuk menentukan peringkat (Peraturan Pasal 18.01 dan 18.02):[8]
- Poin dalam pertandingan head-to-head di antara tim yang seri;
- Selisih gol dalam pertandingan head-to-head antara tim yang seri;
- Gol yang dicetak dalam pertandingan head-to-head di antara tim yang seri;
- Jika lebih dari dua tim seri, dan setelah menerapkan semua kriteria head-to-head di atas, subset tim masih seri, semua kriteria head-to-head di atas diterapkan kembali secara eksklusif ke subset tim ini;
- Selisih gol di semua pertandingan grup;
- Gol yang dicetak di semua pertandingan grup;
- Adu penalti jika hanya dua tim yang memiliki jumlah poin yang sama, dan mereka bertemu di babak terakhir grup dan seri setelah menerapkan semua kriteria di atas (tidak digunakan jika lebih dari dua tim memiliki jumlah poin yang sama, atau jika peringkat mereka tidak relevan untuk kualifikasi tahap selanjutnya);
- Poin kedisiplinan (kartu merah = 3 poin, kartu kuning = 1 poin, pengusiran dua kartu kuning dalam satu pertandingan = 3 poin);
- Koefisien UEFA untuk undian terakhir.

Babak gugur
Di babak sistem gugur, perpanjangan waktu dan adu penalti digunakan untuk menentukan pemenang jika perlu.[8]
Pada 2 Mei 2016, Komite Eksekutif UEFA setuju bahwa kompetisi akan menjadi bagian dari uji coba Dewan Asosiasi Sepak Bola Internasional untuk mengizinkan pergantian pemain keempat selama perpanjangan waktu.[17]
