Maulawi Mohammed Abdul Kabir adalah anggota senior kepemimpinan Taliban[1] dan pelaksana tugas wakil perdana menteri ketiga, bersama Abdul Ghani Baradar dan Abdul Salam Hanafi, dari Afganistan sejak 4 Oktober 2021.[2][3] Dia sebelumnya adalah pelaksana tugas Perdana Menteri Afganistan dari 16 April 2001 hingga 13 November 2001.[4][5][6]

PBB melaporkan bahwa dia adalah Deputi Kedua Dewan Menteri Taliban; Gubernur Provinsi Nangarhar; dan Kepala Zona Timur. PBB melaporkan bahwa Kabir lahir antara tahun 1958 dan 1963, di Paktia, Afghanistan, dan berasal dari suku Pashtun Zadran. PBB melaporkan bahwa Kabir aktif dalam operasi gerliya di Afghanistan Timur.

Terlepas dari laporan ini, pejabat intelijen yang dikutip dalam Asia Times mengindikasikan Kabir dan pemimpin senior Taliban lainnya mungkin berada di Waziristan Utara, Pakistan, selama Ramadhan 2007, merencanakan serangan di Afghanistan tenggara.[11]Xinhua melaporkan pada 21 Oktober 2007, mengutip dari akun "Daily Afghanistan", bahwa Abdul Kabir telah diangkat menjadi komandan di provinsi Nangarhar, Laghman, Kunar dan Nuristan.[12]
