Duma Negara atau dalam bahasa Rusia Государственная дума (Gosudarstvennaya duma) dan sering kali disingkat sebagai Госдума (Gosduma) adalah lembaga legislatif bawah di Rusia. Lembaga ini menggantikan Soviet Tertinggi pada tahun 1993.

Nama Duma Negara diambil dari parlemen dalam Kekaisaran Rusia, yang dibentuk sebagai akibat revolusi tahun 1905-1907. Secara formal Duma Negara adalah badan legislatif. Duma Negara I (bulan April-Juli 1906) dan Duma Negara II (bulan Februari-Juni 1907) dibubarkan oleh pemerintah tsar. Dalam Duma Negara Ketiga (tahun 1907-1912) dan Keempat (1912-1917) berdominasi wakil-wakil Seratus Hitam, pemihak otokrasi.
