Kilang tenaga air adalah sebuah kincir yang memakai tenaga air. Alat tersebut adalah sebuah struktur yang memakai sebuah kincir air atau turbin air untuk menggerakan sebuah proses mekanikal seperti alat giling, alat putar atau alat pukul. Proses semacam itu dibutuhkan untuk produksi banyak bahan material, yang meliputi tepung, kayu, kertas, tekstil dan beberapa produk logam.
